Role Description
The Bid Strategist will lead and coordinate the end-to-end tendering and proposal process, ensuring timely, compliant, and competitive submissions. This role involves collaborating with internal technical, legal, and finance teams, interpreting RFP/RFQ requirements, managing documentation, and maintaining tender records. We specialize in developing tailored IT solutions, such as websites, mobile apps, telecommunications, IoT, and automation solutions for GLCs and enterprises. We regularly participate in tenders, with deal sizes ranging from 10K to 30M and margins between 10% and 90%.

Basic Salary: RM5,000–15,000
Work Locations: Q Sentral (hybrid, with frequent travel for meetings)
Travel Requirements: Regular travel within Malaysia and overseas (travel claims provided)
Transport: Frequent travel required; car ownership preferred (mileage claims provided)
Working Hours: Flexible, deadline-oriented (may include weekends or late evenings for submission deadlines)
Social Interaction: High stakeholder engagement with internal and external parties (mobile and entertainment claims provided)
Key Responsibilities
Lead the preparation, submission, and follow-up of government and enterprise tenders, RFIs, RFPs, and quotations.
Interpret and analyze tender documents, technical specifications, and compliance requirements.
Coordinate with technical, legal, commercial, and project teams to prepare accurate documentation and pricing.
Maintain a tender calendar and ensure timely submission before deadlines.
Build and maintain strong relationships with vendors, clients, and government procurement officers.
Manage and maintain up-to-date tender documentation, registrations (MOF, SMECorp, DBKL, ePerolehan, ), and records.
Monitor tender portals and procurement platforms for new opportunities.
Lead clarifications, site visits, and tender briefings when required.
Support contract negotiation and handover to the project execution team upon award.
Analyze past tender outcomes and improve win strategies.
Qualifications
Min 3 years’ experience in tendering, bidding, proposal management, or related roles.
Excellent understanding of public procurement, GLC tender processes, and government portals.
Strong attention to detail, document formatting, and compliance checking.
Exceptional organizational, communication, and coordination skills.
Proficient in Microsoft Word, Excel, PowerPoint, and document management tools.
Able to interpret technical documents and translate them into clear proposal content.
Able to multitask under tight deadlines and work independently.
Fluent in English and Malay.
Background in IT, engineering, or business is preferred.
Experience with large-scale tenders (>RM1M) is an added advantage.
